警察人員一次記兩大功人數浮濫，考試院要求警政署、銓敘部重提規範，銓敘部今天進行專案報告，新的規範指出，一次記兩大功，只有「居首功者」才能記，而非整個團隊都能記。

此外，並增訂「在工作中發明、創造，為國家取得重大經濟效益或增進社會重大公益，且未得相對報酬或獎金」、「舉辦大型國際性或重大國家級活動、會議，對增加國庫收入、經濟產值、促進邦交或達成經貿合作協議，有重大貢獻」兩項規定。

銓敘部指出，未來一次記兩大功者，除了送銓敘部審定之外，還要將優良事蹟刊登政府公報，公開表揚也接受民眾監督，全案還待全面審議，現在送進考試院小組審查。
